LMWD respects "Women's Rights" as human rights assures "Gender Equality" promotes "Women Empowerment"
I. INTRODUCTION
The Magna Carta of Women (Republic Act No. 9710) defines Gender and Development Program (GAD)
as the development perspective and process that is participatory and empowering, equitable, sustainable, free from violence, respectful of human rights, supportive of self-determination and actualization of human potentials. It seeks to achieve gender equality as a fundamental value that should be reflected in development choices and contends that women are active agents of development, not just passive recipients of development.
GAD focuses on Gender Mainstreaming or a strategy for:
– Making women’s as well as men’s concerns and experiences an integral dimension of the design, implementation, monitoring, and evaluation of policies, programs and projects in all social, political, civil, and economic spheres so that women and men benefit equally; and
– Assessing the implications for women and men of any planned action, including legislation, policies or programs in all areas and at all levels.
The implementation of GAD in government agencies, including GOCCs, finds basis in various laws and Presidential issuances.
II. BACKGROUND/PERTINENT LAWS:
(1) Executive Order No. 273 – Approving and Adopting the Philippine Plan for Gender-Responsive Development (PPGD) 1995-2025
Executive Order (EO) 273, issued on September 9, 1995 and signed by President Fidel V. Ramos, adopted the Philippine Plan for Gender Responsive Development IPPGD) 1995-2025. The PPGD 1995-2025 is a 30 year perspective plan that outlines the policies, strategies, programs and projects that the government must adopt to enable women to participate in and benefit from national development while EO 273 directs all government agencies, departments, bureaus, offices and instrumentalities, including government owned and controlled corporations, at the national level, sub-national and local levels to:
1.1. To take appropriate steps to ensure the full implementation of the policies/strategies and programs/projects outlined in the Plan;
1.2. To institutionalize Gender and Development (GAD) efforts in government by incorporating GAD concerns, as spelled out in the Plan, in their planning, programming and budgeting processes, but specifically to:
1.2.1. Include/incorporate GAD concerns in the :
a. formulation, assessment and updating of their annual agency plans;
b. formulation, assessment and updating of their inputs to the medium/long-term development plans, and
c. preparation of their inputs to sectoral performance assessment reports, public investment plans and other similar documents.
1.2.2. Incorporate and reflect GAD concerns in their:
a. agency performance commitments contracts indicating key result areas for GAD as well as in their annual performance report to the President, and
b. annual Agency Budget Proposals and work and financial plans
(2) Republic Act No. 9710 – An Act Providing for the Magna Carta of Women
Section 36: Gender Mainstreaming as a Strategy for Implementing the Magna Carta of Women
“All government departments, including their attached agencies, offices, bureaus, state universities and colleges, government owned and controlled corporations, local government units and all other government instrumentalities shall adopt gender mainstreaming as a strategy to promote women’s human rights and eliminate gender discrimination in their systems, structures, policies, programs, processes and procedures.
Section 36-B: Creation and/or Strengthening of the GAD Focal Points (GFP)
“All concerned government agencies and instrumentalities mentioned above shall establish or strengthen their GAD Focal Point System (GFPS) or a similar GAD mechanism to catalyze and accelerate gender mainstreaming within the agency.
In addition to Joint Circular 99-4 issued by the National Economic and Development Authority (NEDA), the DBM and NCRFW, additional sets of guidelines, as deemed necessary, shall be formulated, for the implementation of GAD-related programs/projects/activities.
(3) RA No. 11936 (“Act Providing for the Operation of the Government of the Republic of the Philippines from January 1 to December 31, 2023”)
Section 35. Programs and Projects Related to Gender and Development. All agencies of the government shall formulate a Gender and Development (GAD) Plan designed to address gender issues within their concerned sectors or mandate and implement the applicable provisions under RA No. 9710 or the Magna Carta of Women, Convention on the Elimination of All Forms of Discrimination Against Women, the Beijing Platform for Action, and the Philippine Plan for Gender-Responsive Development (1995-2025) and the Philippine Development Plan.
The GAD Plan shall be integrated in the regular activities of the agencies, which shall be at least five percent (5%) of their budgets. For this purpose, activities currently being undertaken by the agencies which related to GAD or those that contribute to poverty alleviation, economic empowerment especially if marginalized women, protection, promotion, and fulfillment of women’s human rights, and practice of gender-responsive governance are considered sufficient compliance with said requirement. Utilization of GAD budget shall be evaluated based on the GAD performance indicators identified by said agencies.
Developed and Strengthened effective gender-responsive partnership with stakeholders towards safe, potable and adequate water, sanitation services, and sustainable water resources protection and preservation management
Institutionalized gender mainstreaming in policy formulation, planning, Implementation, monitoring and evaluation programs, activities, and projects (PAPs); and in all aspects of LMWD-PWLM operations.

“On November 20, 2024 the members of the Gender and Development Focal Point System (GFPS) of the Leyte Metropolitan Water District (LMWD) and Primewater-Leyte Metro (PW-LM) in collaboration with the Civil Service Commission, Regional Office VIII (CSC-8) successfully conducted a one-day training entitled " 2024
Committee on Decorum and Investigation (CODI) and Other Related Laws" held at Queen's Gambit Function Hall, Pacific Point, San Jose, Tacloban City.
One of the training objectives is to equip the members of LMWD's CODI; the members of GFPS and all heads, concerned employees and personnel of LMWD and PW-LM; as well as the latter's service providers with all matters concerning CODI, the laws on Sexual Harassment specifically R.A. 7877 and R.A. 11313 or the Anti-Bastos Law including R.A. 9262 otherwise known as the Anti-Violence Against Women and Their Children Act of 2004.
In a closing message Ms. Ma. Teresa D. Pascua, Co-Chairperson of the GFPS stated that the training is just one of the activities which the GFPS will be facilitating or implementing to ensure that the LMWD-PWLM's workplace will be free form any forms or acts of sexual harassment; and to uphold the dignity and full respect for the rights of all its workforce.
On behalf of the LWMD General Manager, Mr. Ronnie Cornico and the LMWD GFPS, Ms. Pascua expressed their gratitude to Atty. Otelia Fe C. Aguillon, the subject matter expert from the CSC-8 who comprehensively discussed the topics and eagerly answered the questions of the participants during the open forum.
The training participants were glad for the additional knowledge gained and for all the efforts being undertaken by LMWD for the benefit of all its employees and personnel including those from PWLM in the interest of public service.

LMWD AND PRIMEWATER IS DETERMINED TO MAINSTREAM GENDER IN ALL ITS PROGRAMS AND PROJECTS.
“On September 17, 2024 the members of the Gender And Development Focal Point System (GFPS) of the Leyte Metropolitan Water District (LMWD) and Primewater-Leyte Metro (PW-LM) visited the Lorenzo Daa Memorial Elementary School to conduct Focus Group Discussion (FGD) with the school’s officials concerning water supply challenges being experienced by the students and the school’s teaching and non-teaching personnel.
During the discussion Ms. Laverne Lyn Orge, Officer-In-Charge of the school (the school principal was on official travel) together with five (5) other teachers informed the GFPS of their problem on water for daily use in their school. It was learned that their main source of supply comes from a creek to be fetched across the street and rain water which they store in a tank whenever rain pours. However, during dry season aside from they cannot collect rain water the flow of water in the creek either decreases/insufficient or eventually dries up.
Having received this concern, the LMWD Board through General Manager Ronnie Cornico immediately ordered the Technical Services Department together with the GFPS to conduct field evaluation for possible exploration of potential ground water source/s within or near the school and to come-up a project proposal for possible independent water supply system for the said school.
In order for the project to be effective and responsive to the needs of the beneficiaries, the GFPS members were task to spearhead the preparation of the project proposal particularly on the conduct of FGD, coordination and involvement of the project beneficiaries, collection of the required data/information, and other GAD-related activities to ensure that GAD will be mainstreamed in the project.
LMWD estimated the cost of the project to be more or less Seven Hundred Thousand pesos (Php 700,000.00) and if ground source/s will be tested to be available the project will be implemented within the first semester of 2025.
Lorenzo Daa Memorial Elementary School is a public elementary school in Brgy. 103-A, Paglaum, Tacloban City, located in a highly elevated area specifically 48 meters above sea level and 15 kilometers away from the city proper where LMWD piped water service is not yet available.

“As of press time, the Leyte Metropolitan Water District (LMWD) in partnership with Primewater Leyte Metro (PWLM) is currently holding a 1-day symposium concerning Republic Act 9262 (Anti-Violence Against Women And Their Children Act of 2024) and R.A. 11313 (Safe Spaces Act).
The activity is one of the various Gender And Development (GAD) programs and projects that the LMWD and PWLM will be implementing within the year and in observance of the National Women's Month.
"As much as possible in every information and education campaigns that we will be conducting we will mainstream gender so that everyone is included and gender issues are accordingly identified and address hence, our programs will be gender-responsive and effective." Ms. Ma. Teresa D. Pascua, the LMWD-PWLM's GFPS Co-Chairperson said.
"For this 1-day symposium we are conducting today, March 13, 2024 it is our GFPS' objective to instill awareness among our employees and stakeholders on their rights, redress, and protection as well as to deter or prevent the occurrence of any act proscribed and penalized under the two (2) Acts." Ms. Pascua added.
Participants to the symposium include officers and employees of LMWD and PWLM and 13 On-the-Job (OJT) training Grade 12 Senior High students from the Leyte National High School (LNHS). The presentation and discussion on the two (2) laws were/are being facilitated by PCpl Rina Mae Almeria from the Tacloban PNP Station 2, Abucay, Tacloban City and Atty. Dalton Tan from the Legal Office of LMWD.

“A3-Part Training-Workshop on the Formulation of the 6-Year Gender and Development (GAD) Agenda of Leyte Metropolitan Water District (LMWD) and its Joint Venture (JV) partner or the Primewater-Leyte Metro (PWLM) has been successfully conducted within the year of which the last training concluded on December 15, 2023 spearheaded by the members of the GAD Focal Point System (GFPS) of the JV partner.
Formulation of GAD Agenda by all government agencies and entities including government-owned and controlled corporations (GOCCs) is in accordance to Republic Act 9710 or the Magna Carta of Women and serves as basis in the preparation of the annual GAD Plan and Budget required from every agency of the government.
Both the GAD Agenda and GAD Plan are mechanisms that will aid and guide the various offices in mainstreaming gender and development in every aspect of its operation in order to achieve the twin goal of Gender Mainstreaming which is Gender Equality and Women Empowerment (GEWE).
The workshop was divided into three parts held on three different months/dates because of the complexity and tedious works it will and actually entailed.
During the 9-day seminar the GFPS members worked on and successfully produced the GAD Strategic Framework (GADSF) and the GAD Strategic Plan (GADSP) for the JV partner. On the last day of the training (December 15, 2023) the output were presented by the GFPS to the two members of LMWD Board, Ms. Catherine A. Bonavitacola and Ms. Evelyn G. Granados; General Manager of LMWD, Mr. Ronnie Cornico, and the Officer-In-Charge of the Primewater-Leyte Metro, Ms. Sansy Suson all of whom expressed their support on the GFPS endeavor and will take positive action once the GFPS submit its final output to the board.
The GFPS members who participated in the crafting of the GADSF & GADSP comprise some of the heads of the different departments, divisions, and units of the JV partner including other employees/staff who were requested to assist.
The GFPS thru its Co-Chair, Ms. Ma. Teresa D. Pascua conveyed her heartfelt gratitude to all LMWD and PWLM's employees who tediously worked on, cooperated, and participated in the formulation of the GAD Agenda and for the support showed by the LMWD board and top management of the JV partner.
In conclusion, Ms. Pascua said that the achievement of Gender Equality and Women Empowerment (GEWE) is tasking and a huge challenge since this aspiration of women is indeed several centuries old and yet until this present era discrimination and inequality still persist. However, if everyone will have a clear understanding on Gender and Development and all will be included and involved in pursuing this aspiration a progressive Philippines and happier citizenry will be realized in the near future.

“Restoring the former watershed in Barangays Salvacion, Camansihay, Cabalawan, Sto. Niño, Tigbao, and other areas in the northern part of Tacloban City is part
of our various programs and activities in order to bring back the flourishing flow of waters in
Camansihay, Baruguan, Tigbao, Kawayan, and other rivers found
at the northern part of Tacloban City.” LMWD general manager Pastor A. Homeres said.
The rehabilitation and restoration of the watershed in Tacloban North is a tough task that needs serious attention and implementation of rigorous programs and
projects that will address and sustain the present and future water supply requirement of the fast-growing population or community within LMWD service coverage.
Accordingly, LMWD through its Gender and Development Program (GAD) and in partnership with the City Environment and Natural Resources Office (City ENRO), the Local Government Unit
of Tacloban and the barangays in Tacloban North as well as the Population Commission (PopCom) Regional Office 8 have started the initial activities that will
eventually lead to the realization of this ambitious and long-term goal of our agency.
Last November 24, 25 & 26, 2021 the members of LMWD GAD committee held a 3-day forum in Tacloban North City Hall Extension Office located at Brgy. Sto. Niño,
Tacloban City concerning the “Role of Women in nation building by being responsive and responsible parent; cum Women as indispensable partner in the
conservation of water to sustain its availability from generations thru generations.” The forum was attended by more or less 150 participants coming from
the various Yolanda Relocation Villages in Tacloban North.
The abovementioned activity will be followed immediately with the conduct of Tree Growing and Riverside Clean-up works in Barangays Camansihay and Cabalawan,
Tacloban City on December 9, 2021.
